Payments were partly collected upfront in cash or bank transfers. For the remaining amounts, candidates were made to sign blank cheques and promissory notes, some of which were seized in searches, the ED said.
Arrests and custody
Two key figures have been arrested. Basavaraj Kannale was arrested on September 17 under anti-money laundering laws. Gyanendra Kumar Gangwar was arrested a day later on September 18.
Both men were produced before a special court and remanded to 14 days of Enforcement Directorate custody. The agency alleges Gangwar used his official position to leak the paper to Kannale in return for a bribe.
The investigation is based on multiple police cases filed in Bengaluru for cheating, forgery, and using forged documents. The ED has also traced a bank account belonging to a cooperative society in Bidar allegedly used to receive some of the bribe money.
